En juin de l'ann\u00e9e derni\u00e8re, la Commission europ\u00e9enne a pr\u00e9sent\u00e9 un projet de loi sur les droits de l'homme. une nouvelle loi sur la restauration de la nature<\/a>qui, pour la premi\u00e8re fois, introduit des objectifs juridiquement contraignants pour restaurer les \u00e9cosyst\u00e8mes d\u00e9grad\u00e9s et inverser la tendance \u00e0 l'appauvrissement de la biodiversit\u00e9. <\/strong><\/strong><\/p>\n\n\n\n

Toutefois, les pays de l'UE semblent r\u00e9ticents.<\/strong><\/p>\n\n\n\n

Une fois de plus, il semble que la nature perdra du terrain par rapport au profit.<\/strong><\/strong><\/p>\n\n\n\n

Surtout si les huit membres de la commission de la p\u00eache de l'Union europ\u00e9enne pr\u00e9sent\u00e9s dans nos affiches parviennent \u00e0 leurs fins. Tous les huit agissent au nom de la p\u00eache industrielle, l'une d'entre eux est m\u00eame la s\u0153ur d'un grand propri\u00e9taire de flotte de p\u00eache. Et tous les huit voteront la derni\u00e8re semaine de mai au Parlement europ\u00e9en aux c\u00f4t\u00e9s de leurs amis de droite et conservateurs. Tous ont critiqu\u00e9 la proposition de loi sur la restauration de la nature qui, pour la premi\u00e8re fois, fixe des objectifs juridiquement contraignants aux \u00c9tats membres pour restaurer 20% des terres et des mers de l'UE d'ici \u00e0 2030.<\/p>\n\n\n\n

L'une des principales questions est de s'attaquer au dysfonctionnement de la proc\u00e9dure juridique d\u00e9crite dans la politique commune de la p\u00eache (PCP) sur laquelle s'appuie la loi sur la restauration de la nature (LRN) pour mettre en \u0153uvre des mesures de restriction de la p\u00eache \u00e0 des fins de restauration.<\/p>\n\n\n\n

Dans l'\u00e9tat actuel des choses, les mesures de conservation contenues dans la LRN peuvent \u00eatre bloqu\u00e9es par les \u00c9tats membres qui souhaitent favoriser la p\u00eache plut\u00f4t que la restauration. Dans ce cas, la LRN n'est pas une loi, mais devient l'option de restauration de la nature : vous pouvez choisir d'y adh\u00e9rer ou non. Et nous savons o\u00f9 cela m\u00e8nera : les gouvernements de l'UE choisiront de se retirer, pr\u00e9f\u00e9rant les gains \u00e9conomiques faciles aux d\u00e9cisions plus difficiles n\u00e9cessaires \u00e0 un changement progressif. Si l'Union europ\u00e9enne prend le taureau par les cornes, elle peut devenir un chef de file, non seulement dans la restauration de la nature, mais aussi dans la transition \u00e9quitable de l'emploi. Elle peut aussi transf\u00e9rer les subventions des industries destructrices vers les industries r\u00e9paratrices.<\/p>\n\n\n\n

La restauration de 20% de la nature est un bon d\u00e9but, mais Ocean Rebellion consid\u00e8re que ce n'est qu'un d\u00e9but. L'UE doit \u00eatre plus radicale, 20% doit \u00eatre un objectif \u00e0 court terme et la restauration de 80% un objectif \u00e0 long terme. Imaginez ce que sera l'Europe avec 80% de sa nature restaur\u00e9e - tout ce qui est moins que cela est un \u00e9chec de l'imagination.<\/p>\n\n\n\n

Ocean Rebellion demande \u00e9galement au Parlement europ\u00e9en et au Conseil de soutenir la proposition visant \u00e0 rendre les \u00c9tats membres l\u00e9galement responsables de la restauration de la nature et \u00e0 donner aux citoyens de l'UE le droit de poursuivre les \u00c9tats membres qui ne respectent pas cette obligation.<\/strong><\/p>\n\n\n\n
