Les r\u00e9visions de l'OMI, qui devraient \u00eatre conformes \u00e0 cet avis, sont attendues pour le milieu de l'ann\u00e9e 2023, mais toutes les propositions des \u00c9tats membres ne d\u00e9finissent pas une voie cr\u00e9dible pour atteindre les r\u00e9ductions n\u00e9cessaires. Par exemple, tous les navires transportant des marchandises \u00e0 destination et en provenance de l'UE seront tax\u00e9s sur leurs \u00e9missions dans le cadre de la directive europ\u00e9enne sur les \u00e9missions de gaz \u00e0 effet de serre.&nbsp;<a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-emissions-trading-system-eu-ets_en\">syst\u00e8me d'\u00e9change de droits d'\u00e9mission<\/a>&nbsp;\u00e0 partir de 2024.<\/p>\n\n\n\n<p>L'UE,&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/04\/22\/fact-sheet-president-biden-sets-2030-greenhouse-gas-pollution-reduction-target-aimed-at-creating-good-paying-union-jobs-and-securing-u-s-leadership-on-clean-energy-technologies\/\">US<\/a>&nbsp;et plusieurs&nbsp;<a href=\"https:\/\/www.climatechangenews.com\/2021\/08\/23\/pacific-islands-call-zero-carbon-shipping-2050-citing-ipcc-report\/\">\u00c9tats insulaires du Pacifique<\/a>&nbsp;ont \u00e9galement propos\u00e9 un objectif de \"z\u00e9ro \u00e9mission de gaz \u00e0 effet de serre\" pour le transport maritime d'ici 2050. Mais seules les \u00celes Marshall et les \u00celes Salomon d\u00e9taillent des objectifs interm\u00e9diaires pour y parvenir dans le cadre du budget carbone mondial qui se r\u00e9duit rapidement (la quantit\u00e9 totale de CO\u2082 qui peut \u00eatre lib\u00e9r\u00e9e dans l'atmosph\u00e8re sans d\u00e9passer 1,5\u2103 de r\u00e9chauffement). En 2021, le budget carbone ne permettait que&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/14693062.2021.1991876?src=\">4 \u00e0 7 ans<\/a>&nbsp;d'\u00e9missions aux niveaux actuels pour avoir 66% de chances de maintenir le r\u00e9chauffement climatique en dessous de 1,5\u2103.&nbsp;<\/p>\n\n\n\n<p>Le site&nbsp;<a href=\"https:\/\/www.ics-shipping.org\/\">Chambre internationale de la marine marchande<\/a>Le groupe de pression des armateurs, qui contr\u00f4le 80% de la flotte mondiale, appelle plut\u00f4t le secteur \u00e0 atteindre des \"\u00e9missions nettes de carbone nulles\" d'ici 2050. Ce chiffre n'inclut pas les autres \u00e9missions de gaz \u00e0 effet de serre des navires et pourrait permettre l'utilisation de compensations. Mais la lutte contre la crise climatique&nbsp;<a href=\"https:\/\/openknowledge.worldbank.org\/handle\/10986\/35437\">n\u00e9cessite<\/a>&nbsp;l'\u00e9limination progressive de tous les combustibles fossiles, y compris le gaz naturel.&nbsp;<\/p>\n\n\n\n<p>En outre, plus t\u00f4t cette ann\u00e9e, un&nbsp;<a href=\"https:\/\/www.transportenvironment.org\/discover\/methane-escaping-from-green-gas-powered-ships-fuelling-climate-crisis-investigation\/\">enqu\u00eate<\/a>&nbsp;a d\u00e9couvert d'importantes quantit\u00e9s de m\u00e9thane s'\u00e9chappant des navires fonctionnant au gaz naturel. Mais l'accord politique et technique sur ces mesures doit \u00eatre finalis\u00e9 afin d'\u00e9clairer les d\u00e9cisions d'investissement des compagnies maritimes.<\/p>\n\n\n\n<p>L'une des propositions est un prix du carbone. Les \u00celes Marshall et les \u00celes Salomon ont propos\u00e9 un prix de 10 euros par tonne.&nbsp;<a href=\"https:\/\/www.climatechangenews.com\/2021\/06\/16\/pacific-islands-make-lonely-case-carbon-price-shipping\/\">US$100 (84 \u00a3) par tonne<\/a>&nbsp;d'\u00e9missions \u00e9quivalentes de CO\u2082.<\/p>\n\n\n\n<p>Il est \u00e9galement n\u00e9cessaire d'acc\u00e9l\u00e9rer le d\u00e9ploiement des combustibles non fossiles, tels que l'hydrog\u00e8ne et l'ammoniac. Mais leur production peut cr\u00e9er d'importantes&nbsp;<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0959652621008714\">\u00e9missions<\/a>. Un accord est n\u00e9cessaire pour d\u00e9terminer si les \u00e9missions d'un combustible ne doivent \u00eatre prises en compte qu'une fois le combustible \u00e0 bord d'un navire, ou si les \u00e9missions de son cycle de vie complet doivent \u00eatre prises en compte.&nbsp;<\/p>\n\n\n\n<p>M\u00eame dans ce cas, les carburants alternatifs ne sont pas encore d\u00e9velopp\u00e9s \u00e0 l'\u00e9chelle requise. Ils d\u00e9pendent de l'acc\u00e8s \u00e0 l'\u00e9nergie renouvelable, alors que la demande future de carburant de l'industrie est&nbsp;<a href=\"https:\/\/www.ics-shipping.org\/press-release\/new-data-shows-future-fuel-demand-for-shipping-industry-equal-to-entire-current-global-production-of-renewables\/\">pr\u00e9dit<\/a>&nbsp;pour \u00e9galer la totalit\u00e9 de la production mondiale actuelle d'\u00e9nergies renouvelables. La production de l'\u00e9nergie n\u00e9cessaire au d\u00e9veloppement des carburants \u00e9mergents n\u00e9cessitera des investissements massifs dans les infrastructures d'\u00e9nergies renouvelables.&nbsp;<\/p>\n\n\n\n<p>La s\u00e9curit\u00e9 de certains combustibles \u00e9mergents est \u00e9galement douteuse.&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/25725084.2022.2083295\">Ammoniac<\/a>par exemple, est hautement toxique pour les humains et la vie marine.&nbsp;<\/p>\n\n\n\n<p>Assist\u00e9 par le vent&nbsp;<a href=\"https:\/\/www.wind-ship.org\/en\/grid-homepage\/\">m\u00e9canismes de propulsion<\/a>&nbsp;et \u00e0 bord&nbsp;<a href=\"https:\/\/everlongccus.eu\/work-packages\/work-package-1\">technologies de captage du carbone<\/a>ont \u00e9galement \u00e9t\u00e9 propos\u00e9es. Mais si la propulsion \u00e9olienne est d\u00e9j\u00e0 en service sur certains navires, comme nous l'avons vu dans l'ouvrage&nbsp;<a href=\"https:\/\/manchesteruniversitypress.co.uk\/9781526163097\/trade-winds\/\">mon livre \u00e0 para\u00eetre, Trade Winds : Un voyage vers un avenir durable pour le transport maritime<\/a>La promesse de la capture du carbone \u00e0 bord des v\u00e9hicules n'a pas encore \u00e9t\u00e9 prouv\u00e9e.<\/p>\n\n\n\n<p><strong>Ne laissant personne derri\u00e8re<\/strong><br>L'OMI utilise les termes&nbsp;<a href=\"https:\/\/www.imo.org\/en\/About\/Events\/Pages\/IMO-Symposium-on-alternative-low--and-zero-carbon-fuels-for-shipping-2022.aspx\">\"juste\" et \"\u00e9quitable\"<\/a>&nbsp;dans les discussions sur la transition \u00e9nerg\u00e9tique du transport maritime. Mais il existe actuellement&nbsp;<a href=\"https:\/\/unctad.org\/news\/why-should-we-talk-about-just-and-equitable-transition-shipping\">pas de consensus<\/a>&nbsp;sur la fa\u00e7on de d\u00e9finir ces termes.<\/p>\n\n\n\n<p>Le site&nbsp;<a href=\"https:\/\/unglobalcompact.org\/take-action\/think-labs\/just-transition\/about\">Groupe de travail sur la transition juste en mer<\/a>Ce projet, qui r\u00e9unit des syndicats de transporteurs, un groupe de pression du secteur maritime et des entreprises, ainsi que l'Organisation internationale du travail et l'Organisation maritime internationale, vise \u00e0 aider les travailleurs maritimes \u00e0 effectuer la transition en leur fournissant la formation n\u00e9cessaire pour travailler avec les technologies \u00e9mergentes.&nbsp;<\/p>\n\n\n\n<p>Mais le groupe de travail ne promet pas d'assurer une transition \u00e9quitable au-del\u00e0 de cette \u00e9tape.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Projet Wind Challenger\uff08Mitsui O.S.K. En raison des exigences de d\u00e9carbonisation, l'ONU s'attend \u00e0 ce que ces co\u00fbts&nbsp;<a href=\"https:\/\/unctad.org\/webflyer\/review-maritime-transport-2021\">augmenter davantage<\/a>.&nbsp;<\/p>\n\n\n\n<p>L'un de ces pays, les \u00celes Marshall, insiste pour que la transition \u00e9nerg\u00e9tique du transport maritime soit juste et \u00e9quitable, tant en ce qui concerne l'att\u00e9nuation que les impacts climatiques. Mais le manque actuel d'engagement et de clart\u00e9 sur la mani\u00e8re de mettre en \u0153uvre une telle transition risque d'isoler les pays en d\u00e9veloppement - qui comptent parmi les plus vuln\u00e9rables au climat - du maintien des liaisons de transport maritime mondiales. Cela rendrait plus difficile la r\u00e9ponse aux impacts climatiques et entraverait leur capacit\u00e9 \u00e0 assurer un avenir vivable \u00e0 leurs citoyens.&nbsp;<\/p>\n\n\n\n<p>L'OMI a l'occasion d'acc\u00e9l\u00e9rer ses efforts de d\u00e9carbonisation ce mois-ci. Il est donc urgent de convenir d'une strat\u00e9gie efficace pour r\u00e9duire les \u00e9missions du secteur.
