Esto se ve agravado por la divergencia de opiniones entre las principales partes interesadas del sector -y los distintos pa\u00edses y regiones- sobre c\u00f3mo debe descarbonizarse el sector.<\/p>\n\n\n\n<div id=\"supportus-block_43c010f714a4d2b439bbc84b73f281ea\" class=\"block--supportus\">\n    \n    <p class=\"no-margin\">\n        <strong>El destino del Oc\u00e9ano depende de todos nosotros.<br \/>\r\nNuestras intervenciones dependen de su apoyo.<\/strong>\n    <\/p>\n    \n    <div class=\"wp-container-1 wp-block-buttons\">\n\n        <div class=\"wp-block-button button--support\">\n            <a class=\"wp-block-button__link\" href=\"\/es\/support-us\/\">Ap\u00f3yanos<\/a>\n        <\/div>\n\n\n    <\/div>\n<\/div>\n\n\n<p><strong>Fijar el nivel de ambici\u00f3n<\/strong><br>Las iniciativas regionales est\u00e1n adoptando niveles m\u00e1s ambiciosos y podr\u00edan&nbsp;<a href=\"https:\/\/lloydslist.maritimeintelligence.informa.com\/LL1143039\/COP27-Its-time-for-IMO-to-deliver-on-shipping-decarbonisation\">forzar la OMI<\/a>&nbsp;a seguir su ejemplo. Por ejemplo, todos los buques que transporten mercanc\u00edas desde y hacia la UE estar\u00e1n sujetos a impuestos sobre sus emisiones en virtud de la normativa comunitaria.&nbsp;<a href=\"https:\/\/climate.ec.europa.eu\/eu-action\/eu-emissions-trading-system-eu-ets_en\">r\u00e9gimen de comercio de derechos de emisi\u00f3n<\/a>&nbsp;a partir de 2024.<\/p>\n\n\n\n<p>La UE,&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/04\/22\/fact-sheet-president-biden-sets-2030-greenhouse-gas-pollution-reduction-target-aimed-at-creating-good-paying-union-jobs-and-securing-u-s-leadership-on-clean-energy-technologies\/\">US<\/a>&nbsp;y varios&nbsp;<a href=\"https:\/\/www.climatechangenews.com\/2021\/08\/23\/pacific-islands-call-zero-carbon-shipping-2050-citing-ipcc-report\/\">Estados insulares del Pac\u00edfico<\/a>&nbsp;tambi\u00e9n han propuesto un objetivo de \"cero emisiones de gases de efecto invernadero\" para el transporte mar\u00edtimo en 2050. Pero s\u00f3lo las Islas Marshall y las Islas Salom\u00f3n detallan objetivos intermedios para lograrlo dentro del presupuesto mundial de carbono, que se reduce r\u00e1pidamente (la cantidad total de CO\u2082 que puede liberarse a la atm\u00f3sfera sin superar 1,5\u2103 de calentamiento). En 2021, el presupuesto de carbono s\u00f3lo permit\u00eda&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/14693062.2021.1991876?src=\">4-7 a\u00f1os<\/a>&nbsp;de emisiones a los niveles actuales para una probabilidad de 66% de mantener el calentamiento global por debajo de 1,5\u2103.&nbsp;<\/p>\n\n\n\n<p>El&nbsp;<a href=\"https:\/\/www.ics-shipping.org\/\">C\u00e1mara Naviera Internacional<\/a>El grupo de presi\u00f3n de los armadores, que controlan el 80% de la flota mundial, reclama que el sector alcance \"cero emisiones netas de carbono\" de aqu\u00ed a 2050. Pero el acuerdo pol\u00edtico y t\u00e9cnico sobre estas medidas debe ultimarse para que sirva de base a las decisiones de inversi\u00f3n de las empresas navieras.<\/p>\n\n\n\n<p>Una de las propuestas es un precio del carbono. Las Islas Marshall y las Islas Salom\u00f3n han propuesto un precio del&nbsp;<a href=\"https:\/\/www.climatechangenews.com\/2021\/06\/16\/pacific-islands-make-lonely-case-carbon-price-shipping\/\">US$100 (84 \u00a3) por tonelada<\/a>&nbsp;de emisiones equivalentes de CO\u2082.<\/p>\n\n\n\n<p>Tambi\u00e9n es necesario acelerar el despliegue de combustibles no f\u00f3siles, como el hidr\u00f3geno y el amon\u00edaco. Pero su producci\u00f3n puede crear&nbsp;<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0959652621008714\">emisiones<\/a>. Es necesario llegar a un acuerdo para determinar si las emisiones de un combustible s\u00f3lo deben tenerse en cuenta una vez que el combustible est\u00e1 a bordo de un buque, o si deben tenerse en cuenta las emisiones de todo su ciclo de vida.&nbsp;<\/p>\n\n\n\n<p>Aun as\u00ed, los combustibles alternativos todav\u00eda no se desarrollan a la escala necesaria. Dependen del acceso a energ\u00edas renovables, pero la demanda futura de combustible de la industria es&nbsp;<a href=\"https:\/\/www.ics-shipping.org\/press-release\/new-data-shows-future-fuel-demand-for-shipping-industry-equal-to-entire-current-global-production-of-renewables\/\">previsi\u00f3n<\/a>&nbsp;para igualar toda la producci\u00f3n mundial actual de energ\u00edas renovables. Producir la energ\u00eda necesaria para desarrollar los combustibles emergentes exigir\u00e1 una inversi\u00f3n masiva en infraestructuras de energ\u00edas renovables.&nbsp;<\/p>\n\n\n\n<p>La seguridad de algunos combustibles emergentes tambi\u00e9n es dudosa.&nbsp;<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/25725084.2022.2083295\">Amon\u00edaco<\/a>por ejemplo, es muy t\u00f3xico tanto para los seres humanos como para la vida marina.&nbsp;<\/p>\n\n\n\n<p>Asistido por el viento&nbsp;<a href=\"https:\/\/www.wind-ship.org\/en\/grid-homepage\/\">mecanismos de propulsi\u00f3n<\/a>&nbsp;y a bordo&nbsp;<a href=\"https:\/\/everlongccus.eu\/work-packages\/work-package-1\">tecnolog\u00edas de captura de carbono<\/a>tambi\u00e9n se han propuesto. Pero aunque la propulsi\u00f3n e\u00f3lica ya funciona en algunos buques, como se expone en&nbsp;<a href=\"https:\/\/manchesteruniversitypress.co.uk\/9781526163097\/trade-winds\/\">mi pr\u00f3ximo libro Trade Winds: Un viaje hacia un futuro sostenible para el transporte mar\u00edtimo<\/a>Sin embargo, la promesa de la captura de carbono a bordo sigue sin demostrarse.<\/p>\n\n\n\n<p><strong>Sin dejar a nadie atr\u00e1s<\/strong><br>La OMI utiliza los t\u00e9rminos&nbsp;<a href=\"https:\/\/www.imo.org\/en\/About\/Events\/Pages\/IMO-Symposium-on-alternative-low--and-zero-carbon-fuels-for-shipping-2022.aspx\">\"justo\" y \"equitativo\"<\/a>&nbsp;en los debates sobre la transici\u00f3n energ\u00e9tica del transporte mar\u00edtimo. Pero actualmente&nbsp;<a href=\"https:\/\/unctad.org\/news\/why-should-we-talk-about-just-and-equitable-transition-shipping\">sin consenso<\/a>&nbsp;sobre c\u00f3mo definir estos t\u00e9rminos.<\/p>\n\n\n\n<p>El&nbsp;<a href=\"https:\/\/unglobalcompact.org\/take-action\/think-labs\/just-transition\/about\">Grupo de trabajo para una transici\u00f3n mar\u00edtima justa<\/a>, que re\u00fane a sindicatos del transporte, un grupo de presi\u00f3n del sector mar\u00edtimo y empresas, junto con la Organizaci\u00f3n Internacional del Trabajo y la Organizaci\u00f3n Mar\u00edtima Internacional, pretende apoyar a los trabajadores mar\u00edtimos durante la transici\u00f3n proporcion\u00e1ndoles la formaci\u00f3n necesaria para trabajar con las nuevas tecnolog\u00edas.&nbsp;<\/p>\n\n\n\n<p>Pero el grupo de trabajo no promete una transici\u00f3n justa m\u00e1s all\u00e1 de esto.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Proyecto Wind Challenger\uff08Mitsui O.S.K. Debido a los requisitos de descarbonizaci\u00f3n, la ONU espera que estos costes&nbsp;<a href=\"https:\/\/unctad.org\/webflyer\/review-maritime-transport-2021\">seguir subiendo<\/a>.&nbsp;<\/p>\n\n\n\n<p>Uno de estos pa\u00edses, las Islas Marshall, insiste en que la transici\u00f3n energ\u00e9tica del transporte mar\u00edtimo sea justa y equitativa en relaci\u00f3n tanto con la mitigaci\u00f3n como con los impactos clim\u00e1ticos. Pero la actual falta de compromiso y claridad sobre c\u00f3mo llevar a cabo esa transici\u00f3n amenaza con aislar a los pa\u00edses en desarrollo -que se encuentran entre los m\u00e1s vulnerables al cambio clim\u00e1tico- del mantenimiento de las conexiones mundiales de transporte mar\u00edtimo. Esto dificultar\u00eda la respuesta a los impactos clim\u00e1ticos y obstaculizar\u00eda su capacidad para garantizar un futuro habitable a sus ciudadanos.&nbsp;<\/p>\n\n\n\n<p>La OMI tiene este mes la oportunidad de acelerar sus esfuerzos de descarbonizaci\u00f3n. Por tanto, es urgente acordar una estrategia eficaz para frenar las emisiones del sector. Pero el resultado de la OMI depender\u00e1 en gran medida del grado de escrutinio externo.&nbsp;<a href=\"https:\/\/sortyourshipout.com\/2020\/10\/who-represents-you-at-imo\/\">Mira hacia
