En f\u00e9vrier, le dernier cycle de n\u00e9gociations pour un nouveau trait\u00e9 sur la haute mer s'est termin\u00e9 sans accord. Le projet de trait\u00e9 est plein de compromis avec des int\u00e9r\u00eats particuliers et repr\u00e9sente une occasion manqu\u00e9e. Il n'inversera pas la tendance \u00e0 la destruction de l'environnement, il ne rendra pas ill\u00e9gale la p\u00eache industrielle en haute mer et il ne garantira pas que les b\u00e9n\u00e9fices de l'exploitation des oc\u00e9ans soient \u00e9quitablement partag\u00e9s avec le Sud.<\/p>\r\n\r\n\r\n\r\n

La p\u00eache industrielle en haute mer est un acte de vandalisme soutenu par l'\u00c9tat et devrait \u00eatre interdite. L'exploitation mini\u00e8re en eaux profondes causerait des ravages dans les \u00e9cosyst\u00e8mes \u00e0 croissance lente des fonds marins.<\/a><\/strong> Elle aussi devrait \u00eatre interdite. Plut\u00f4t que l'objectif de prot\u00e9ger 30% de l'oc\u00e9an d'ici 2030,<\/a> <\/strong>nous devons prot\u00e9ger l'ensemble de la haute mer, en la pr\u00e9servant de toute activit\u00e9 \u00e9conomique destructrice. Plut\u00f4t qu'un trait\u00e9 plein de trous, nous devons une nouvelle autorit\u00e9 puissante en mati\u00e8re d'oc\u00e9an<\/a><\/strong> capable d'agir en tant que gardien du plus grand \u00e9cosyst\u00e8me du monde, et de repr\u00e9senter les int\u00e9r\u00eats des nombreuses et merveilleuses formes de vie qui y vivent. Plut\u00f4t que de laisser la politique oc\u00e9anique \u00eatre domin\u00e9e par quelques soci\u00e9t\u00e9s transnationales, nous avons besoin d'une politique oc\u00e9anique dynamique, d\u00e9mocratique et inclusive pour que notre plan\u00e8te ait un quelconque avenir.<\/p>\r\n\r\n\r\n\r\n

L'OMI et les organes de l'ISA \u00e9tant complices de la destruction de l'oc\u00e9an et de l'\u00e9chec d'un trait\u00e9 visant \u00e0 prot\u00e9ger la haute mer (ou de la probabilit\u00e9 d'un trait\u00e9 qui ne prot\u00e9gera certainement pas la haute mer), n'est-il pas temps pour l'ONU de mettre ses mains collectives en l'air et de d\u00e9clarer \"\u00e7a ne marche pas\" ? C'est tr\u00e8s bien que l'ONU fasse des d\u00e9clarations comme \"l'incendie criminel de notre seule maison\", mais les paroles ne valent rien. Arr\u00eatez les discussions inutiles et les jeux g\u00e9opolitiques, dites la v\u00e9rit\u00e9, asseyez-vous \u00e0 nouveau et commencez un v\u00e9ritable changement. D\u00e9noncez les entreprises et les gouvernements qui font obstacle \u00e0 la sauvegarde de l'oc\u00e9an, et indiquez les cons\u00e9quences de ce qu'ils essaient d'accomplir. Nous avons besoin de l'oc\u00e9an pour prosp\u00e9rer \u00e0 nouveau, car si la mer meurt, nous mourrons.<\/p>\r\n\r\n\r\n\r\n

Il doit remplacer le pouvoir des entreprises par le pouvoir du peuple. Et il devrait repr\u00e9senter les nombreuses formes de vie marine qui font de l'oc\u00e9an leur foyer.<\/strong><\/p>\r\n\r\n\r\n\r\n

Si l'effondrement de la biodiversit\u00e9 marine n'est pas arr\u00eat\u00e9 imm\u00e9diatement, la lib\u00e9ration du carbone bleu actuellement s\u00e9questr\u00e9 dans les oc\u00e9ans acc\u00e9l\u00e9rera l'effondrement du climat et condamnera d'innombrables personnes \u00e0 une mort atroce. Nous devons acc\u00e9l\u00e9rer la r\u00e9forme des structures actuelles de l'ONU ax\u00e9es sur les oc\u00e9ans, qui sont aujourd'hui criminellement inadapt\u00e9es, tout en mettant en place un nouvel organe efficace de gouvernance des oc\u00e9ans pour les remplacer.
